Notice on the Requirements of Negative Result of Nucleic Acid Tests for SARS-CoV-2 for Passengers Bound for China from our Consular Areas

According to the joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China on 20th July 2020, the relevant measures concerning the flight-boarding of Chinese and foreign passengers from our consular areas (12 German speaking Cantons of Switzerland and the Principality of Liechtenstein) to China with a negative result of nucleic acid tests for SARS-CoV-2 are hereby notified as follows:

1. General requirement

Starting from September 1st, 2020, Chinese and foreign passengers travelling to China by flight from Switzerland and transit flights to China via Switzerland must present a negative certificate of nucleic acid tests for SARS-CoV-2 to apply for a green Health Code with the "HS" logo or Health Declaration Form. The airline will check the Health Code or Health Declaration Form before boarding, and will no longer directly check the original certificate of the negative nucleic acid test.

2. Testing time and testing institutions

Nucleic acid testing should be completed within 3 days before the passenger's boarding at the testing institutions recommended by the Embassy and the Consulate General of China in Switzerland or regular legal medical institutions or family doctors that provides testing services (please see the Attachment 1 for the list of testing institutions recommended by the Chinese Consulate General in Zurich).

Please notice: As Switzerland and Liechtenstein adopt the testing mode of "medical institution sampling and laboratory testing", and there is no significant difference in the testing quality among institutions, the list of testing institutions provided by us is not mandatory for the purpose that the passengers can have more choices. Chinese and foreign passengers can either make an appointment for testing with the institutions on the list, or apply for testing at the nearest legal medical institutions or family doctors that provide testing services.

3. Procedures for Chinese citizens to apply for Health Codes

Chinese citizens shall, within 24 hours of obtaining the certificate of negative nucleic acid test, declare their personal situation and upload the certificate of negative nucleic acid test through the WeChat mini program to apply for the Health Code. After the review and approval by the Chinese Embassy or Consulate General, the applicant can obtain a green Health Code with the "HS" logo. Please make sure to take flights within the validity period of the Health Code and cooperate with the airlines before boarding.

4. Procedures for foreign citizens to apply for the Health Declaration Form

Foreign citizens should send the scanned copy of the valid passport data page, the negative nucleic acid test certificate, ticket order and the applicant's signed Health Declaration Form (please see the Attachment 2 for the sample) to the Chinese Embassy in Switzerland (Email address: visastelle@bluewin.ch) or the Chinese Consulate General in Zurich (Email addresse : zuerich@126.com) within 24 hours of obtaining the negative nucleic acid test certificate. After the review and approval by the Chinese Embassy or Consulate General, the scanned copy of the verified and stamped Health Declaration Form shall be sent back to the applicant by Email. Applicants are requested to print it out and bring it to the airport. Please make sure to take flights within the validity period of the Health Declaration Form and cooperate with the airlines to check before boarding.

5. Reminders

(1) Passengers planning to take flights to China are requested to read this notice carefully. If you are unable to complete the nucleic acid test in time and obtain a negative test certificate, and fail to hold the green Health Code with the "HS" logo or a valid Health Declaration Form before boarding, it means that you are temporarily not eligible for the flight and need to re-arrange or adjust your journey.

(2) Chinese or foreign passengers, who take flights to China on transiting through countries that have implemented boarding with a negative certificate of SARS-CoV-2 nucleic acid test (for the list of relevant countries, please click on the link: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html), will also be checked with a green Health Code with the "HS" logo or Health Declaration Form when transiting. Please ensure that the Health Code or Health Declaration Form is valid for the whole transit period, otherwise the traveller might be stranded at the airport due to failed boarding at the transit point.

(3)Since there is no international airport in Liechtenstein, it is recommended that Chinese or foreign passengers who live in Liechtenstein and bound for China finish testing and applying for the Health Code or the Health Declaration Form at the Chinese Consulate General in Zurich before starting the trip.

(4)The Chinese Consulate General in Zurich is competent for processing applications from its consular areas: Zürich, Luzern, Zug, Schwyz, Schaffhausen, St. Gallen, Graubünden, Glarus, Aargau, Thurgau, Appenzell Innerrhoden, Appenzell Ausserrohden as well as Fürstentum Liechtenstein.
